Does this SEO product violating google rules?

Hi,

I think I am being deceived by this person who ask for $3,000 to build thousands of webpages on my website. As a result, my website sales through SEO dropped to zero.

After some research, I think he had used duplicate content / mirror images, thousands of them, which is considered by google as index spam, a blackhat practice.

I want to sue him and get my money back. Does anyone has any suggestion?

You can find his digital product installed on my website at : approvedEpassTrafficSchool it is a .com
at the homepage, scroll down till you see white background on the right hand side, there is a small text link "sitemap", click on it and you will see.

I am also looking for someone to do website marketing for me.

I hope someone will give me some ideas, thanks!
