Does Google count website Speed as A Ranking Factor?

I heard about this information but I don't believe it's true.
According to you, website speed is a ranking factor or not that Google will count it to add to their SEO scores
my question is: Does Google count website Speed as A Ranking Factor?

Site speed is now a ranking factor in Google’s algorithm, and is already in place for U.S. & western searchers.

Site speed affects many other aspects that Google does look at. Site speed may not directly be a ranking factor says this article [URLnf="http://moz.com/blog/how-website-speed-actually-impacts-search-ranking"]here[/URLnf] directly from MOZ but there are factors that are caused and/or prevented with page speed that will affect your ranking.

Google loves those sites, who gives best user experiences. Fast loading sites gives very good user experience. Thats why Website speed is an important factor of Ranking in Google.

As I understand site speed on its own is not a ranking factor! But it is highly relevant and as such I can see why people would make that conclusion.... Where it matters and how this is related is to do with your CTR (Click Through Rate) and Bounce Rates...

G tests how relevant your site is with keeping an eye on the numbers of people clicking to your site and if they return to the search results and click on another link then it means that your site does not satisfy that query..... With many slow sites users typically hit the back button in frustration and try another query... Lets say it takes 5 seconds or more to load a web page then many people will not stick around to see that and will exit back to try another site...

In sum when thinking about site speed - you should also think about CTR and bounce rates... Therefore make sure your title/description for search results entices people to click through to your site and once there also make sure that it loads quickly and further is easy to read and will engage user to stay on the site.... If it does not then regardless of speed user will exit and your bounce rate will be high and thus your site will suffer regardless of how super fast it is ....

There are 200 plus rankings factors for a website to get ranked in Google ans Website speed is one of them... Though Google has not officially revealed that ever but first warning that site speed was on Google’s radar came last November, when Cutts said there was “strong lobbying” inside Google to account for site speed as a new ranking factor. Speaking at SMX West last month, Google’s Maile Ohye showed a slide indicating that delays of under a half-second impact business metrics.

Where Page Speed Fits in Google’s Algorithm

Google’s algorithm has about 200 different ranking factors, and even though Google is taking the unusual step of publicly announcing a new factor, Cutts says site owners shouldnt overestimate the impact of page speed on rankings.

“Quality should still be the first and foremost concern [for site owners],” Cutts says. “This change affects outliers; we estimate that fewer than 1% of queries will be impacted. If you’re the best resource, you’ll probably still come up.”
