Is cloud hosting for photos or video sites faster and safer than traditional hosting? What type of safeguards are put into place to keep the cloud hosted sites safe?

Cloud hosting is definitely more reliable and faster compared to traditional hosting services. Cloud refers to an effective network of virtual hosting features and facilities which are hosted as well as managed by a third party. The companies have huge centers for data management. If you ever need hosting of data, you will have to buy or rent hosting service from them.

To answer your question if cloud hosting is safer, yes in a way.... in case of hardware failure that is as your data is distributed across multiple servers so it's protected against that (i.e. hard drive complete sets on fire. Your data is still good as it is also located somewhere else and fully accessible).

Other than that it's up to the provider to what they provide to make it further secure (data) with automated backups and snapshots.

Other then that, always keep in mind that nothing is 100% secure online. You can do things to attempt to prevent and make it harder for unauthorized breaches.

Cloud hosting can be more reliable, but it is not necessarily faster. It just depends on how it is setup.

The companies have huge centers for data management.
Also not necessarily true. You can setup "cloud hosting" using just 2 servers, or even 2 VPS's. Again, it just depends on the setup.

As far as the OP question, "What type of safeguards are put into place to keep the cloud hosted sites safe?", it depends what you mean by "safe".

If your talking about keeping the site online and available, then cloud hosting does provide a level of redundancy that will increase your uptime.

If your asking about data security in protecting against attacks, then cloud hosting does not provide any real benefit. As HostLumina said, there are steps you can take to secure a site/server, but nothing is truly secure online.

Yes and no to both;

1. Is Cloud Hosting safer than Traditional Hosting?
A. No. Both are connected to the Internet. True cloud hosting is a Virtualized container platform; it is only secure as you yourself make it. Traditional Web Hosts (Shared) may be a safer alternative as they spend a great deal of time making sure that the systems are secure and optimized for best performance (depending on the host). So it's a pretty vast question you asked there. It can either be safer (i) if you are better at securing the platform than the next person; or (ii) it can be the most insecure, bug-filled not-working crap that you've ever used.... None of this is dependent on the host itself.

2. Is Cloud Hosting more reliable?
A. Yes and no. Who is it you are looking to get Cloud Hosting from? Is it one of those random hosts that *claim* they offer Cloud Hosting? How much are they offering it for? A couple providers I can vouch for that are truly utilizing Cloud Infrastructure are Rackspace, LiquidWeb & Amazon EC2 (neither of which are *cheap*, you're looking at a pretty penny). The above companies I have mentioned not only replicate data on-site, but also across numerous Data Centers protecting you that extra little bit... Traditional Web Hosts that offer "Cloud Hosting" use the term as a marketing ploy; a lot of them are offering simple Xen VDS or KVM VPS and store the user data on an external storage system, giving the appearance of Cloud Redundancy (some don't even do that, and just sell you a VPS/VDS as you would buy elsewhere. Finally, look at the answer of the other question you asked me. Once again, the host is only responsible for 40% of the service they offer you when it comes to Cloud/Dedicated/VPS unless you pay for a COMPLETELY MANAGED SOLUTION; this includes Hardware/Power/Cooling. You are responsible for the software. If you don't know what you are doing, no, Cloud Hosting is not more reliable.

No doubt its Best and for Some Extent safe But As Cloud resides in off-premise System there are chances of Network Attacks, You need to Secure your VPS or server.

Of course, in fact it is the safest hosting solution available. It is also also scalable and flexible so you can upgrade your server as your website grows, without any downtime.
