My site looks good and it is responsive but not the best because I created it from scratch while learning bootstrap.

I think I can learn to fix it to run good on all devices. But should I do that or applying an existing Wordpress theme out there that ready for perfect responsive theme?

That depends on what you want to accomplish. Are you building a website as a web development project or you are planning to make money from the site?

If you are interested in proficiency at web design from scratch, then continue to perfect your design. If you want to get to the business of getting traffic to your site and making money, then I would suggest you get focused on that and stop reinventing the wheel.
