How do I learn web development as fastest as possible?

What does it take for a guy with a commerce background to learn PHP web development as fastest as possible. I would like to develop something like a question and answer platform on my own. What are your tips?

If you're a video learner still read first. After you read watch The New Boston on YouTube. That man dedicated his life to building an open source college for code.
