Best traffic providers?

What are the best best traffic providers you would recommend buying from them? did you use their services? any experience?
I have a budget $150 to promote my site on other platforms but I have no experience with ad networks before.

I would recommend you to use PPC networks like Bing ads or Google Adwords. You can also go for Facebook ads as well. These traffic sources will work great.

For exact advice, you have to mentioned little more about what your website is all about. Who are your potential users and what tactics are willing to use for increasing traffic. Moreover, I would recommend facebook ads for traffic. Its easy to implement and good for instant traffic, either way google ads are also a good method for instant traffic.
But, It is little bit more complicated as compare to facebook ads (according to My Opinion ).
You can start a blog to getting loyal and long time users, it actually imporves your website seo score.

I have had the best luck with Bing and Facebooks ads myself...

How well your ads perform depend on a number of factors like your copy, keywords you are targeting, etc...
