Follow backs' effectiveness?

If you're just getting started with Twitter, you'll have to get through the hardest part: gathering followers to get things going. There are many ways to achieve this goal, such as promoting the Twitter page through other social medias, asking people to promote your page and so on.
Another frequently employed technique involve what are more or less commonly known as "follow backs": you follow someone, they'll follow you back. Simple as that.
I'm starting to wonder how effective it can be, though. First of all, you're guaranteed to get a low Followers/Following ratio (which gets easily shady), and, most of all, chances are they won't be interested. They're not true followers, and they won't be of much use. Furthermore, it is possible that this trend could die at any moment.

Is it worth to waste time by mass-following people to get a starting base, or is it better to invest time in other ways?
