I debated this 20 years ago buying Thawte certificates etc. but as long as your order processing is secure nobody cares.

I recommend you to go for a hosting that offer basic SSL free with their hosting plan. I recently purchased A2 hosting and they are offering same service along with excellent speed and service. I believe this will serve purpose for a blog. If your current hosting provider is not offering SSL then don't worry. for a blog, it does not matter much

I recommend to use https, always.
1) Google like SSL sites
2) SSL SPDY improves performance by piggybacking requests. Though, I am not sure of browser support.
3) I have not stumbled upon any issues, by moving to SSL. Please correct me with appropriate stats.
4) With Lets Encrypt, it no longer costs to have SSL.

Yes, you must change your website from HTTP to HTTPS.
You must be aware that Google Chrome will be marking all non-HTTPS sites as ‘not secure’ from July 2018.
Currently Google Chrome displays a neutral information icon.
However, with the launch of Google Chrome 68 version, this popular browser would warn users with an additional notification in the address bar.
Starting form July 2018, Google Chrome will mark all non-HTTPS sites as ‘not secure’
As you may have seen, currently it marks HTTPS-encrypted websites using green lock icon and a ‘Secure’ sign.
Google has always encouraged having encrypted websites since many years.

If your host offer a Free alternative,like Let's Encrypt, and you are using a CMS like Wordpress that make the "migration" easy, Why no?
If you have to pay... probably It just worth if its really a necessity,like in a online store.
About the Seo, Https isn't so relevant...yet.

Many websites offer free HTTPS with the web hosting plan. Check it with your web hosting provider, whether they having free SSL certificate available. YOu can upgrade to your current web hosting plan, if they don't offer free SSL certificate.

If your site is related to any kind of transaction then go ahead with https. otherwise simply go with http
