The only thing I can add to that is do it consistently. The old join a forum as your sig to your profile really doesn't cut it and it doesn't build relationships. You may as well do both.

Here's some strategies you can use:
1,Guest posting
2, PBN
3, Social Network( such as Linkedin, Medium)
But the most important thing is that the websites that you get backlinks from have the same niche with your website :D

Even directories submission can be useful but again as said above all depend where you are dropping link. It must be good PA.

Google only count related links, not from a link factory but from content pages. Other kinds of links can be thought as spam links. I thought they even think link exchange belong to black hat SEO technique.

Social Signals ( not showing in Ranking Factors ) But increase Authority and increase brand search it is best . Tweets with brand mention like #smmpoint #moz, #amazon etc. :)

PBN But good not spam .check first Structure of PBN . tf should be 12 to 15 . Check backlinks via Ahrefs, also check root domains and OBL
Make profile links and Relevant forums and comments still Afectives .

Your On-page with Right and Quality content to the right audience is the technique you should follow every year. Even though Google renounces some techniques people follow blindly to get the result.

There is noting called True or Best Off-page techniques to get the result. Results depend on many factors and it varies for different sites. Find out the right audience for your website and focus on delivering the right content with perfect On-page SEO.

->Forum in different sites.
->Bookmarking With high DA and PR, where public visiting most.
->Web2.0 is another platform for off page seo, though its process is lengthy but it's useful.
->Article submitting in different popular article site.
->Making interesting video about your website that would be very helpful for off page seo.

Who told you that these are outdated?
if you are not commenting, exchanging, or ignoring social media how you can get back links?
Point is where you are commenting? and how you are putting your links there.
Google don't like spamming.
