I have an old website with old web system, all URLs are .html but now I am going to change its system with a new theme but the problem is, all URLs will be change to non .html
I think I will create redirections for old URLs to new URLs but I am afraid my website rankings on Google will decrease. Does any one advise me?

If you create the redirects correctly for all pages. Then I don't see any problem.

Yes, if you have done a 301 permanent redirection then it will pass the all link juice to the new URL and your rankings will remain same. Some fluctuations may happen in start but it will be back.

I have experienced the same thing, and I would say definitely there will be a fluctuation in ranking after redirection, but if the redirection has done properly, Within few a days, the page will rank again on the same place, where it was earlier.
