How can blog comments help in SEO

I have seen many people using blog commenting as an SEO technique. However, is this an effective SEO strategy? I have heard many web gurus saying that this is a spammy tactic that you should avoid at all costs. Do you agree with this and if you do can you explain why?

No blog commenting is not spam..It is an effective way of getting back links..but while commenting on blogs you should remember to use names only and comment should be valued one so that it got approved..
