Only if the links are one way and not reciprocated i.e. avoid situation of A links to B and B links to A... Also before you even get your link make sure the site is not spammy i.e. the site is ranking for its main keywords, engages users, gets traffic, shows good indication on third party metrics (DA/PA/CF/TF) etc...

No, Link Exchange Method doesn't work anymore. It's now such a technique that could be waste your time truly.

On what evidence? Google's core algo is based on links. Did you not read my response? As long as you minimize footprints with reciprocation i.e. A->B and B->A then you are fine....

Well, if you will go for the reciprocal links, then probably you will invite google to penalize you. If it is a one way links, then well done you are doing great job.

A 3-way and 1-way link exchange still works good as long as they are built from relevant domains. Google considers them to rank keywords in search engines.
