Well, it really depends. You will have to be looking for people's specific rates, for this type of offer where the work is kind of on the air, most people will do pay per hour.

As a newbie who currently manages 3 websites, I only would do 30$ per hour, but with an experienced professional, it can go up to 100$ or more per hour. Can you specify what exactly you want to be done? maybe I can help

For a thread over a year old you'd be better off PMing them first to see if they even still have the site, as the turnover rate is quite high.
