What's the sign of quality backlinks?
How may I know that the sites have good quality?
Alexa rank is really matter to determine the quality of the site which I am going to use for creating backlinks?

The easiest way to check them would be to go to the sites and see what's on them and how they looks as far as the content on them. You can also check the URL to see if it's marked as a spam site or on a malicious list.

Alexa doesn't matter as far as the quality of the links, I have seen many spam and malicious sites listed there. The main purpose of Alexa is to get a ballpark idea as to what a sites traffic numbers are. There not always too accurate at that though.

Alexa also doesn't rank you based on backlinks, just the amount of traffic your site gets.

And what about Page Authority and Domain Authority?

What about them? They are useless 3rd party metrics that have NOTHING to do with how Google views a link.

That is obviously the basis for all domain analysis but the thing is lets say (hypothetically) there is a site with as much domain authority and PA as CNN... Who would you rather have a link from? Obviously CNN

What I factor when I analyze domains are:
Domain authority
Domain Trust
Page authority
Age
Spam score
Has it been penalized by Google
Age of site
quality of content

Its like a never ending search, you can keep going and going into more detail but this is how I always start. Once it passes this stage I will go further into details of backlinks.
