Content is much more important than backlinks now as Google has shown with Hummingbird that they will emphasize more on content. So I am preferring to write my content unique and informative so that Google automatically shows my site first based on the content.

I think forum signature is really good way to build backlinks. But as said in the above post we need to be conscious while selecting the forums. Also you need to use a naked url in your signature instead of anchor text.

I will choose SEO if my site is new, as SEO is cheap and it can increase more traffic to my website. But if my website is an old one then I would like to go with Google Adwords.
