They are totally different. Blog commenting means you comment on someone's post & Guest posting means you ask someone if you could post your written article/blog to his website and if he allow your content then yes you can make it appear in high website.

IN Blog Commenting, you post your suggestions or questions about a particular blog post underneath the original blog post.

In Blog Commenting you comment on other blog but in Guest Posting you make a post on your niche and post this blog on Another website with the same niche to get the backlinks.
