There are many blogs which are writing that due to the so much spam Blogspot is not so much effective for link building.

Look Blogspot is a Google Product and its really have good SEO score. However it will depend on the qualityof your blog and its content. If you are doing it only for backlinks than it won't help you a lot. There are many blogspot blogs are out their with decent traffic and are high authority websites.
