Changing the constrain proportions key from ALT back to SHIFT

In Photoshop until the current version you held "shift" to scale everything proportionally, but in the latest version they moved the default key to "alt" and I am trying to change it back to "shift" I am going through the present and key configs for shortcuts and menus and I don't see where this setting is to change it back. Is anyone familiar with changing this key back to "shift" where the setting is?
