You can either buy and learn from online courses, as @rainmaker11 said, or try to learn from youtube videos.
I am sure you can learn basics from there, but the ultimate learning will only come from experiences.
You have to try yourself by running ads to understand which campaign and strategy suits you better and gives more results.
