Can you manage my paypal?

I have some clients who resides on countries that paypal has refused to allow to collect payment.

Alot of them are interested in people you can manage their paypal for them.

This would be a clear violation of Paypal's Terms of Service Agreement, and could result in not only loss of all funds but also the person who is holding the Paypal account for these people could be penelized especially if illegitimate transactions are taking place.
