I have an introduction video about my product and I want to promote on youtube ad. It is possible to target audience and locations on youtube video ads like FB ads?

and what is the budget should I prepare for youtube advertisement?

What is the product? Certain industries would not benefit from YouTube advertising. If your advertising is focused on an immediate ROI YouTube wouldn't be the best option considering the lack of "call to action" functionality. YouTube advertising is more awareness building centric.
