How to do SEO for 3000 keywords on a website?

Yesterday I had a discussion with my friend, he gave me a project to do SEO for a site, actually it was a big website in my thought, it will have more categories and articles and need to have 3000 keywords on first page of Google or other search engines. Can you guys suggest me how to do and the procedure and ways to SEO for 3000 keywords!
