Is it possible to do SEO for a site not in English with PBNs?

Does it have any effective if I promote a site not in English but on PBNs with only sites in English? will it help SEO for site that i am going to promote on PBNs? Any help?

Yes, you will still be able to increase SERP's. That's what PBN's are for no matter what the language is.
