Have you tried directory submission, classified sites or job sites? If you will search for these sites in Google. I think you will get a better place to promote you site.

yes because Answering questions or offering help on forums can be a great way to get noticed, get your website out there, and establish yourself as an expert in a certain field. But you have to do some other SEO activities simultaneously like directory submission,blog comments,article submissions etc
