My website inner pages are not crawling and indexed?

My website is built with angular js. when i submitted sitemap only home page is indexed and remaining pages are not indexed. I already changed all my page urls # to #! . please suggest me .

Your website uses ajax to load parts on the site and its urls like this

example.com/#page-name-1
example.com/#page-name-2

then inner pages can not be indexed by Google because spiders will not follow the next urls, it brakes at the charater # on the url.

Change URL structure and resubmit your site map to see if it work or not.

Does it have a difference between # and #! ?
if you want your web pages cached and indexed by google, you need to remove all special chars in your URL and telling Google you fixed that so that Google can visit and indexing your pages again.

use #! instead of # in urls. but my pages are not indexed?

Maybe your website set the non-indexable mood. Re-check your canonical url, your robots.txt tag. Re-check the redirection etc techinical issue.
