Migration is actually somewhat changing the webserver. The downtime is nearly zero and you can migrate while you on live. But the migration service is mostly handled by the new hosting provider and there are several scenarios to migrate the sites.
1. You are setting up your own server ie. VPS you can take backup manually and upload them via FTP or any other means like through control panel.
2. If you are not a root user then definitely you can take your full backup and ask the hosting provider to restore them.
3. The Cpanel and Plesk have their own migration tool for hosting providers migration within their datacenters.
4. You are leaving your current provider and new providers can definitely help you to get this done.
After the migration, the DNS records to be changed accordingly. If you are migrating the hosting only, the domain still with them( old provider ) then also apply these steps. Otherwise, the transfer of domain requires some more steps like EPP sharing, and transfer the domain through your control panel etc.
