is cloud hosting is cheaper than dedicated server?

we are a web hosting company.
we are offering cloud and dedicated server both.
one of our clients argue us that we are offering cloud plans too costly than dedicated.
Now we are getting ideas from healthy brainstorming and also want to listen our member what think on it?

Cloud is really cheaper than dedicated server?

I used both Cloud server and dedicated server and obviously cloud hosting is more cheaper than dedicated server because cloud server is just considered as a normal VPS plan but on cloud you can resize server specs like RAM, CPU and other resource which you can not do with a VPS.
