You could copy a site and have the person flagged that created it if more popular as plenty have done it. Duplicate can also be down to same scripts or same layout templates there is plenty that will trigger it. Bing is nailing duplicate content. Even AI will set off the duplicate alarm also. More reason to find a niche and write own content without bots.
