What should be the minimum PA & DA to create backlinks?

Hello guys!
Recently I came in contact with these terms Page authority and Domain authority of a site, what I heard was that these two factors are really important if you want to create a backlinks in a site. I want to know if it is true? If yes then what should be the minimum PA & DA of a website should we consider to create backlinks.

I think you should use those sites which are having both PA & DA of at least 30. Otherwise that site will not be that much helpful for you to generate PageRank.

I am considering those sites which are having page authority and domain authority of at least 50, but I think 40 should be the ideal PA & DA to create backlinks.
