What are the minimum budget for running 15 small blogs monthly? What are the best ways to save money when running multi sites?

Sorry, don't know what you mean by budget? Would help to be more specific.

15 small blogs could be run on one good hosting account, probably $25 a month. Domain $10-$15 a year or less.

You do all the rest. That is the bare minimum. From there you could pay for content, traffic, advertising, ect, ect. Could spend as much as you want.

Save money by doing more or all of the work yourself.
