For High quality website design you need to careful about some factors such as -
Original material that is an excellent source.
Your products or services provided properly - this means with persistence spent on information, images, or whatever else is required.
A brand name.
A devoted IP.
Long-term domain name possession.
No advertisements on the home page.
High-quality website value that validates and has a excellent availability score.
A devoted hosting server.
A devoted nameserver.
Good traffic - especially via SERPs clickthroughs.
Avoidance of all 'obvious SEO' actions on the site or in the material.

It all depends on what kind of website you are developing.
If you are not member of big corporation team, you really do not need a devoted nameserver (sic!) and a devoted hosting server (at least in the beginnings). Good domain name, good hosting service provider (even shared-hosting in the beginning) are enough, if you develop your site alone.
Corporate teams do not read it (above) :D

You share such a nice tip about creating high quality website. It is not an easy for anyone to design a high - quality website which is totally depend on your creative mind and designing software. You should use adobe dreamweaver for effective designing.

Anymore you should have a good knowledge of the following to create a "High Quality"
website design

Once you have a good grasp of these languages all you need is to create quality content and there we go!

Well.... I have seen amazing websites created by people without any html/css knowledge.
For example, Weebly offer free website creation and believe me, you can do a really very good small website for personal use or small-business presence.
The only thing that is very important is to have your own good and preferably old one domain name. Please do not develop websites based on sub-domains (these are worthless for long-term promotion).

@Darius Yes, we know. Just take a look at 2000's style Craigslist!

OP asks "How To Create A High-Quality Website Design". I do believe we are speaking about "Design" and "User Interface", aren't we?

It is nice to use a click and go service like Weebly but it is always better to have 100% control if you are a serious webmaster

At Weebly, you have 100% control.
You can create a website using professional html/css editing software and paste all of it on clean weebly page. They really allow full html/css control if you know how to do it.
You do not need to use drag & drop features,etc.
You can use weebly as a very good hosting (they are really good) but, pro accounts are paid ones. They allow free accounts but, you have to keep a link back to them in the footer of your all pages (including home-page).

@Darius

All we are saying is using services like Weebly makes one seem "unprofessional" a "newbie" in web design and development so to say. If one designs a custom layout, not only will the website probably rank better due to the analysis of source code (not just the same old themes), no link-back would be required:p

In previous replies many members have provided valuable factors to be considered while designing a website, I would like to add a factor here, which is SEO capability of your website. You would be thinking that SEO has nothing to do with design but SEO has a concern with site's design. you need to design your website according to SEO best practices. Designing a high quality flash-content website with full of ads is not the best idea to create a website. To get maximum out of your website you need to consider SEO practice while designing the website.

It is not an easy for anyone to create high quality website design because there are lot of factors affects like designing software,designing concept,Domain name,IP etc. If all these things are perfect then you can build high quality website.

I think its important that your site (any site) appears clean, uncluttered and has an easy, intuitive way to navigate. If you're selling something on your site its also important to have a clear 'call to action' positioned above the fold. Well placed social sharing buttons will also allow your visitors to stay informed across other platforms.

Concentrating on rational thinking is required to create top quality website design but one thing we should keep in mind that we have to give more priority to user interface of the website, it should be easy and friendly to navigate.
