How often should I update and submit my sitemap.xml?

I have a blog and submitting articles to it weekly, I would hear your advice on how often should I submit a new sitemap?
What kind of tool would you suggest for creating a sitemap for Wordpress sites? Where all should I submit my sitemap after I create it?

If you are using WordPress than you can install Google XML Sitemap plugin. When you install the plugin you don't have to manually upadate it. Whenever you are adding a post or page it will automatically updated in your sitemap.xml file. You also have to submit your sitemap only one time to your Google webmasters account. Hope it will help you.

There is zero reason to ever submit your sitemap more than once unless you changed its location or file name.

And just so you don't get too hung up on this, a sitemap is not going to help your site rank. In fact, 99.9% of websites do not even need a sitemap.

Update it when you add a new page or post but in Wp it is automatically updated.
