No not really needed. It starts with good quality content and good keywords so you can rank in the search engine. You have to be patient though as it will take sometime for your site to see rankings and traffic (3-6 months) this is if you are starting your website from scratch. There is absolutely no need for a SEO specialist regarding design. You might need one for Text and Keywords, but even then you might be able to do it yourself with a little effort.
The design has nothing to do with SEO. It might be important for customer retention but not for SEO.
The text and keywords you use on your website are the most important part on-site SEO wise.

To be honest, a SEO professional is probably too expensive to use for 99% of the websites out there.
