But If you ranking on say 4th page, then I would advise you to check backlinks of websites which are ranking on 2nd and 3rd page instead of website ranking on 1st position. Outranking websites on 2nd and 3rd page is relatively easy. After that you can go target websites which are ranking on 1st page but at 6, 7 or position.

No. Just because a website is on the first page does not mean they only use whitehat techniques. They could be using blackhat techniques to get on page one.

No it does not. Google is not a know all God. It can't detect all blackhat techniques. That's why they are always improving their logarithms. Blackhat techniques can get you very high rankings. Usually just for a short period of time before they toss you to page 100 or ban your site.

Interesting question, but before using this, do you know how to check if a backlink is quality or not?

From there, you can select quality backlinks from your competitors to build and avoid hurt your SEO site if you build backlinks on low quality sites or getting bad backlinks.

Let your strategy to be improvised step-by-step like if you're building backlinks for your website, try to improve their quality first. Yes competitor's backlinks will help you improve you so use them in building extra backlinks. Follow the 1st ranked competitor's strategy if you are already on 1st page. In case you're on 2nd page or far from it then follow the higher ones (near you) or the ones who you think are improving day-by-day.

SEO results depend on more than 100 factors so it doesn't mean that they ranked well because of the backlinks. All you have to do is to improve the on-page SEO and try to find the backlinks quality of your competitors and use it for your websites.
