How to manage a webmaster forum?

I would like to know some tips on promoting and managing a webmaster forum, please let me know.

Are you going to start new forum?
I think, forum need good code (loading smoothly), good and active moderators, interesting topics and fighting spa-mmy posts.
At the beginning, you in need to be very active and "seed" many interesting topics to kick-start.
Allow do-follow signatures and fight spamm and slowly the forum will attract quality users.

There are some factors to consider:-
- Make sure your forum loads fast (Get a good hosting services)
- Stick with a clean design, too many content on forum really bother, it distracts users from the main topic
- Be active, give response to user's reply, they should know that admin/moderator are there to help
- classification of threads is necessary in order to look your website attractive and organised
