How to add website layouts to wordpress?

I can't determine how to add website layouts to wordpress platforms. Most of the design information I've downloadable contain these files: index.html, css, and images.

From what I can gather you're expected to use filezilla to upload the template folder to an already existing theme under wp-content/themes, and then it should appear in the design dropdown on the add new web page in wordpress platforms.

For some reason none of the layouts I've added are showing up.

Ya you should first check it out your all the sources there should be something error in coding otherwise wordpress is so simple you can upload any image or layout of page in particular folder and files. Thank you.

Is that a valid wordpress theme or just the HTML, CSS Files ?

It's just a worpdress template package, not a theme, I downloaded it but honestly it's really has some advanced Css techniques that I didn't know, thus I have to consume more time to research some css techniques and I solved that theme. I added layout into some places that I want. Anyway, thanks you all for suggestions on this forum.
