I think location specific SEO is calculated as local SEO in which you concentrate on driving sales from the local market but when it comes to organic then you can target customers without a specific location and you just focus on search engine optimization techniques.

Local and organic SEO are two approaches for increasing your site’s ranking on a search engine results page.
If customer location is not a vital aspect of your business model, then opting for an organic SEO should do the trick. Organic SEO refers to the search engine optimization method that does not involve localization in the search algorithm nor the implementation of sponsored/paid search listings. Also known as natural SEO, organic SEO returns the default search engine results based on an un-tweaked search engine algorithm.
Organic SEO is great for engaging customers that are not strictly looking for products or services with a specific location in mind. This makes organic SEO great for businesses that are substantially virtual in nature—freelancing and outsourcing portals, for example—or those whose physical location is not very important in the delivery of its core product or service. Because it is location-independent, organic SEO inevitably targets the global market. Professional organic SEO practitioners make use of keyword analysis, linking, and other optimization methods to ensure that a website maintains a good ranking on search engine results pages.
On the other hand, local SEO has a smaller target market. Local search is a fairly recent addition to search engine algorithms but is a powerful advertising tool. Local search consumers are well-defined and are lead-ready because they often conduct local searches when they are receptive to or are ready to engage a particular local product or service. Thank you..
