Many of the replies here are confusing buying traffic with buying backlinks, which is NOT the same thing. Backlinks are part of off-page SEO, but have nothing to do with buying traffic. People buy traffic because they aren't getting visitors via SEO. It doesn't hurt your SEO at all and people buy traffic regularly through various advertising strategies specifically to bring in customers and visitors for a variety of reasons.
