Difference between website design and web development ?

Can you explain for me what is the difference between website design and web development ?
I'm not obviously about these problems.

Design is more about doing graphics and designing how the page should look. Development is setting those things up, coding, and making it all work

Both Designing and Developing is combined and display beautiful with the help of Web Design(Photoshop,flash) how it can be displayed with the help of coding like web developing(php,.net,java) Designing is like front end Developing is Back end .

Website designing means - Creating a design for a website or design your customize website

Website development means - Coding, using different languages (web languages), install apps in website (live chat).
