Hello,

I have 2 urls on top google keywords but because some reasons I must migrate them into one.
I do not want the new my page to be penalized for duplicate content, I want it to naturally under Google's eyes.
How do we tell Google my webpage has moved?

Any suggestions?

You can create a URL removal request in Google Webmaster Tools. After sometime, Google will remove your Link.

Just do the 301 permanent redirection so that Google will not count your old link anymore and new link will be indexed.
