Hi,
One platform I am aware of is called UniPay Gateway, it is a licensable open source product, which has a lot of PSP related functionality. If you are interested you can visit their site. Unfortunately I cannot add links into my posts yet, so google UniPay Gateway nd you'll find their website.
And I know one company PayVisors who uses this platform and it seems to me that they can provide you with services you are looking for. You can contact them. You can google PayVisors and check.
And many of the concepts implemented by the system are discussed at Paylosophy, which also discusses many of the PSP related questions.
