Can we create a good CMS with only HTML 5 and CSS?

Hi everyone,

I am relatively new to these things that is why I am taking few course as well regarding website design and html5 and css, can somebody please share me any tips how can I create an effective CMS with HTML 5 and CSS. It's enough to have my own CMS or what extra things I need to learn?

Yes, you can. Over the last couple years HTML5 and CSS3 have rocked our worlds and the way we approach common website issues. Every few days it seems there is some new fangled snippet or approach that is a game changer.
