To create a word press website is it look as the website in php or .net or others is only problem in template It's not difficulty in making themes, I suggest you try to search basic tips out there (via Google) or ask here for specific tips on wordpress design.
You will need to download wordpress source [URLnf="http://wordpress.org/download/"]here[/URLnf] and start your own wordpress blog on your hosting. Don't talk me is you have not a hosting to host your websites first If not, no problem go this forum - Web hosting offers to choose best hosting provider for you.

Firstly install WP on localhost and explore the varaous functions on WP. Also it have many tutorial for this CMS - find and read, test and read until you grasp how it works WP.

After this, choose theme(paid or not), choose plugins and widgets and start to post the content.

WP is the easiest CMS for the common user. I wish you success and if there are any questions write here for help.

Should we buy theme or finding free theme for our wordpress website? which is better in your opinion?

For me is better to use paid templates, because are more security, also maybe they have better support, unique and more stylish. Other thing paid themes are more admin-friendly, if you don`t know CSS/HTML easy can change simple style from admin panel.

But, in last time it have and good free templates. If you now start with blogging and do not want to pay for template - choose free, but be careful from where download/install your theme.

Because the free template may contain infected files. I think most safe free template is from WP site - Wordpress dot org

its sounds to me that you want a customize wordpress theme, Right?

I suggest you to download a free wordpress theme that has a basic structure and then open the theme folder. There you can find the page.php, style.css and all .php or .css to add edit delete.

I think you can also try the twenty twelve theme that already in your wordpress.

WordPress is a content management system CMS. You need to install wordpress on your local host or hosting server. Just search in Google "how to install wordpress". Once this is done you can see menus in left sidebar. You can see plugins, themes etc. You can either buy premium theme or free theme. But if you want to start with your blog, go for premium theme as you will get lots of plugins and premium themes are mostly seo optimized. I am a wordpress developer, if you need any help pm me.
