PHP is a programming language (PHP: Hypertext Preprocessor), which is used to build WordPress CMS.

WordPress is a very famous platform for application development and even the users with zero programming skills can easily use it to design applications. If you do not know how to use PHP script then it is better if you go with WordPress, because it is open source and easy to use.

If you look for scalability, opt for the script, and it's not crammed with plugins which compromise security.

According to me, if that was a special function that you can not find on Wordpress platform then you should go with a custom PHP script. If no, you always should use Wordpress because it is a great & popular CMS and you can use it with more great themes/plugins and much more.
