Searching for relevant forums is the best way to promote your coupon code on them but you are easily to get banned if you advertise over on their forum without permissions.
One way more is use social networks to promote your coupon codes. I have seen more sites using this way to promote their code, it's very effective.

What I find with "coupon sites" is that they scrape data from forums and social media. There for when you start to advertise your coupons or offers around the web. They automatically appear in these "coupon sites". Personally I have never seen any return from this sites.

If you want to target true individuals searching for discounts/coupons, my suggestion is to go to those forums/dedicated sites (i.e. redflagdeals) directly and reach out to their marketing for advertising.
