its depends on your position i mean the place that you mentioned in your account. In USA you could get it on your phone in Europe i think too in Russia and Caucasus ill receive in 15 days minimum

It depends on which country you are living, In US and UK you will receive PIN in 4-7 days after applying, In asia You have to wait for 14-21 days for arrival of PIN.

Google Adsense PIN will delivered to your address within 3 to 4 weeks. If you are not be able to receive the PIN then you can contact Google and upload your scan copy of address proof like driving license, Bank statements etc.
