Assisted directory submission, not automatic for 2016?

Like 5 years ago I used an assisted directory submission program which simply

1. Had an index of directories

and

2. Had your information ready to auto-input, like name, description, tags, name, country, state, etc

Does anything like that exist today? I know automated is a no-no, but this was assisted only, nothing was automated.
