Leverage Browser Caching?

Can any one tell me what is Leverage Browser Caching? when I check my website with Google pagespeed insights I saw this and it suggested me to pass. I don't know what is it and how is a good leverage browser caching?

When a page is loaded, it loaded all the HTML, CSS, Javascript, pictures... Leverage Browser Caching means using the browser cache to stores your website files, so they dont have to be loaded again when you click others page of the website.

So does that mean that the whole web page is basically stored in their web browser?

Not exactly... Basically the resources that appears in every page will only be loaded once
