Web Design or Experience Design?

If we think about web design first, we gonna get a beautiful templete and call it a day, If we think about Experience design, we'll end up with a blank web page, trying to figure out what the user might feel, what value he's gonna get from this experience, UX stands for User Experience.
Do you think Web Design and Experience Design are two separate domains?
