Let's see, you provide web hosting services and you can't answer the question that you asked? Something sounds a bit off here. Maybe you worded your question strangely.

Now if you are leasing a VPS from a real hosting company to resell.... You need to ask them. Most only come with 1 IP address. They may lease you more if you have a legitimate reason for needing more.

It really depends on your hosting provider. Number of IPs varies from company to company. You better ask any hosting provider from where you are willing to purchase Cloud VPS.

Number of IP addresses differs as per the plan or you can purchase the additional IPs from your provider. Generally they will ask you for the purpose for the additional IPs and you have to provide it accordingly.

You get at least ONE IP with any VPS. Otherwise, you would not be able to identify the VPS.
I have seen packages that go up to 6-8 IP-s as well but those VPS-s cost 100+USD/month.

It really depends from your provider and package you choose. Usually when buying a VPS you receive 1 IP address with a possibility to receive a second, third, etc. IP address for additional price. If you need more than 2-3 IP's you should give a reason why you need them.
